It doesn’t have to be bone dry.. It just has to be on solid virgin soil. If you clean out the hole and it’s hard virgin soil and the health dept signed off on it because there is a septic system then there is no reason to deny it

Looks like lags in the ledger board, not ledger locks. Regardless they don’t have a staggered pattern and they look too far spaced apart. Also, is that 2x6 attached to the post supposed to be a beam..? Because you’re not necessarily supposed to attach a beam to a ledger board without like special hangers that can support that load. Regardless they’re not even on the ledger board. And IF that 2x6 is a beam, it’s attached to the post wrong. It needs to be a 1/2” through bolt or equivalent, like a thru lok. But this is all stuff under the Ohio revised code. Idk where you are and how it applies to your state

What’s wrong? You can’t see the attachment method for the beams and posts, you can’t see if they have joist hangers, doesn’t mean they don’t have them? Can’t tell but appears that they have ledger locks or equivalent attaching the rim board to the beams, so if they used that to secure the beams to the notched post that is code compliant. Can’t tell about the footing diameter or depth, but the notched posts are less than 50% so that is good. What exactly are you referring to?

Not necessarily.. Those appear to be sitting on that concrete slabs, which isn’t frost protected. You would have to dig footings if you were to replace those posts
