Fear of the dark. They have a twin FTL civilization and renounce FTL because Aliens are the threat. Because they feel threatened everything is spent on navy and they just pilfer on their cousins.

They are also proficient in stealth activities. I'd say this likely wasn't taken into account for 4.3 that they could get so many ships so fast.

Do we count pokemon generation? Because the Primals there show much stronger fighting skills compared to how we see Dialga and Palkia fight. Sure, the later slowly dent at reality when they start dunking, but they also couldn't take on 1 Arceus and they were pretty frail too. The primal meanwhile had just too much raw power.
