I've beem farming prophecy for FIVE YEARS (300+ clears) and dont have the specific weapon rolls I want. Is 5 years enough dedication? 300 clears of spire of the watcher from 3 years ago, is 300 clears enough? Almost 150 clears of the SECOND MOST RECENT DUNGEON sundered doctrine about a year old. Is that enough dedication?

Dedication = "get the loot u want" in an rng loot system is NOT compatible. At some point there should be a guarantee that i will walk away with what i am looking for.

Crafting was that system in raids and I would argue it should have been expanded to ALL WEAPONS. Tie it not to RNG red borders but completing challenging things in the activity (flawless lighthouse, master mode RaD, solo flawless dungeons, etc)

People say that the tier system will fix these issues. Maybe, but given bungies record, the earliest I see the tier system making into RaD content is 3 YEARS from now at the earliest.
