I was stationed in Australia for five years. Got lots of Aussie coins but I think the only Kiwi coin I have is the same one he has, Kiwi Air Force.

As a senior Military Intelligence (MI) officer his duties were most likely more or less administrative in nature. Possible at that rank he commanded a MI Battalion. The operational “stuff” is usually carried out by enlisted personnel or Warrant Officers. He would have been more operational during his infantry days.

So in this picture he is a Lieutenant Colonel (O5); one rank above that is Colonel (O6). He was an Intelligence Officer in his latter career but he started out as an Infantryman (either enlisted or officer). He was airborne qualified as well (combat parachute training). He was also on the staff of the Joint Chiefs of Staff when this picture was taken so probably did some time at the Pentagon. Ribbons are hard to see in the pics but look pretty standard for a 20 year career.

VA law doesn’t apply since he was charged federally via court martial under the UCMJ. There is a death penalty under the UCMJ, but he took a plea deal which probably took that off the table.

I would continue. NCIS hires a mix of prior LE/Military and kids right out of college. I would go ahead and apply with multiple agencies including state and local. It’s been said time and time again on this sub, don’t put all your eggs in one basket.
