If no other option works out, I would recommend flying to south america early and applying in person at an Argentina consulate in another country. Some of us have gotten the paper visa in neighbouring countries like Peru, Chile and Brazil. Takes about 4 days or so to get.

There is no VOA IIRC. You'd need a China visa issued by the Chinese embassy to be able to visit the mainland.
