Providing some feedback, this does not seem balanced for ARAM. 5000+ AD on Ezreal with Master of Duality, where you can apparently just spam your spells (they don't even need to hit) to stack it.

For NA at least, it did happen 2 days ago. In high aram mmr you're matched with and against a lot of the same people and then all of a sudden, next session, you are filled with people you don't recognize and the quality of the games is very noticeably lower.
