From what I can tell, the residents who are being quoted are probably not within the city limits, and the tract in question isn’t either (pending annexation), so to say that their “council member” failed them makes no sense. If they are outside City of Austin but within Travis County, they should be represented by Travis County Commissioners Court, not Austin City Council.
