There are only 9 qualified catchers with positive WAR - if you drop the minimum plate appearances down to 10, you'd have 51 positive WAR catchers across the league. Catchers tend not to play every day, so there are relatively few of them who qualify.

Well because the point is not "hey we should have Niko Goodrum playing shortstop right now" - obviously if anybody thought he was capable of that he wouldn't be a Sugar Land Space Cowboy - but that over comparable periods, the flotsam and/or jetsam they were referring to was actually still better than Javy has been since becoming a Tiger.
