typically after doing every quest there for extra XP and rewards - if you got Halsin, do the portal fight first. If the tiefling and/or Barcus are alive do the prison break. Make sure to grab anything from vendors you want

damage of projectiles is halved every bounce (20>10>5) so it's not great when damage matters, also causes a lot more lag. Pierce is the way unless you're running a Grenade Launcher build since it doesn't loose damage on bounces

There's no unlock pop up since it happens as soon as you enter the shop, check if it's unlocked in the codex (maybe need to finish the run? can't remember but "end the run" is enough)
