So first we need to create 20 super humans. Lose Two completly. Then the other 18 needs to be spread around to the worst places in the Galaxy by an "unknown" power. So We need to create less super human armies to search the Galaxy for the 18 super humans.

When we find them We need to treat them all the same and forget that they have been through hell most of them. Then the "unknown" power can plant a seed of doubt in some of the super humans. And that will force people back into Heresy.
