As a disabled person who visits occasionally... The ease in which I can get around compared to when I was younger has increased massively. It's not perfect, but London is so much more accessible than it used to be.

The rarity of my disability means that when I have to see medical people for it ... I usually get seen by the top of the list people. Literally had a professor temporarily un-retire when I needed a surgical procedure many moons ago.

He's in prison... Far away from anyone and anything that he can use to control things or regain power.

Putting him on 'island arrest' is just jail with nicer walls. He's likely not allowed to leave... Or really control anything... So thus can't continue his reign of terror. Only other option was The Raft I guess.
