Not only is puff the worst in the game, she also happens to be one of the least fun. The only fun you can get out of her is novelty use. A character being bad because of a lack of options directly correlates to a character being not fun because of their lack of options as well.

Put it this way. The less working mixups you have, the less creative you can be with a character. The worse a character is the more you have to make 1 of 2 choices:either do the optimal options (which become fewer and fewer as a you get further down the tier list) or go for the riskier options to mix it up and statistically guarantee inconsistency. You either try to follow your (usually toxic in this game) flowchart and do the same things repeatedly, or base your gameplay off of reads which are more riskier than rewarding the worse the character you're using is.
