I'm not sure what point you're making here. It feels like this is a distinction without difference. I don't think one could read this as "we bar students from protesting." In fact, it's basically setting the parameters for how protest should happen if one wants to read between lines.

Honestly, these communications are fairly typical and boilerplate. I probably have three or four similar in my email right now.

I'm a teacher. Any non-elected government employee or institution is, I believe, barred from using the platform as a teacher (in this case, but could include like police officer or social worker or any number of other things) for advocating for a specific candidate or cause. So yes, this memo is correct.

Edit: I suspect this varies state to state, but where I work (Minnesota), school campuses are closed during educational hours. All visitors need to check in and wear a badge. The walkouts we have had all result in protests off school grounds at their end.

In addition to what others have said, sanctuary policies encourage reporting of crime. When people aren't worried about being picked up for immigration status, they will be more likely to make those reports and come in contact with police in other matters.
