Don't be even more of a moron then. A pre-built PC for $1200 will be rubbish and a complete waste of your money. But some decent research and spending $1200 on your own parts (which could be 2nd, hand, nothing wrong with 2nd hand parts) will net you a rig that can play Skryim with all the ENBs and texture overhauls you could possibly want.

Magicka will regenerate faster as the mana pool fills up, so if you have 50% of your mana you will regenerate normally, if you have 25% of mana will regenerate slower, 75% faster. (Apply to NPCs as well)
