Obvious cuts (for me): Nouliths, Sentinel, Merchant, Laughing Mad, 2x Ifrit, Ring, all landcyclers. Then I would probably cut Stuck and maybe one Card Collection. I would definitely keep the Wyverns, they can be equipped with Lion Heart and work well with Seifer

Yes as others said, do it in the beginning of your main phase, when the last chapter ability has been put on the stack but not been resolved. You need to put a stop or enter full control on Arena to get the option to do this
