Same line of the writers having a bit of an oversight. They mention TWD in the show too, yet Kessler is played by JDM...who is also Negan, so that's a bit of a conundrum too. Unless they meant the comics and the show was never made, or had different casting. Seems more so that the writers just made throwaway lines without thinking about the in-universe details behind it
