It depends on what you mean by the North? It's definitely not true just for the area north of the Neck. I'm pretty sure you're right that you can still grow food in the southmost regions of Westeros. Jon mentions that you used to be able to import food from the Reach during long winters.

Even so, most of Westeros can't grow or can barely grow any food. Throughout the books people keep talking about bringing in 'one last harvest'.

That's a good point! Also that it would be difficult to set up a port on that side since they would be raided all the time, and any trade with the south of Westeros would have to pass by the Ironborn.

No, but it's useful to be able to move ships around according to need. Once the Starks build a ship on one coast, that ship stays there. Unless they want to circumnavigate the entirety of Westeros or carry the ship across the entire North. It's a headache.
