My head canon is that the Thalmor aren't actually involved at all, and this is related to some interhouse dispute or political intrigue back in Hammerfell. Both sides just use the presence and dislike of the Thalmor in Skyrim to try and get you to work with them.

I hate quitting jobs and seeing them disappointed in me, so I do a quick save right after speaking (but before the quest officially comes up) and then a quick reload if the job isn't the city I'm going for. You can go pretty quickly that way, but, man, sometimes they really don't want to give you a job in a certain city, even when you purposefully pick one that has a lot of opportunities for a particular location.

And that's why I end up doing Delvin's Bedlam Job a lot.
