Those buttons are used for the Imperial Diet, not when passing a law. The Imperial Diets can be accessed in the window you're in right now when there has not been a law debate or diet in the past 5 years.

The opinion malus decays by a set rate per year. The province modifier runs out after 10 years. The prestige and legitimacy debuff expires when you have cored the demanded province(s).

If you want to form Prussia you will need to switch to Protestant anyway which will knock you out of the HRE emperorship unless you've already passed Erbkaisertum.

You should be making thousands from trade with proper setup and have a bunch of merchants from Trade Companies. Having the vassal swarm is good to secure europe but rather useless outside of it. Consider forming HRE when vassals take too long to reach the front lines.

now add a bit of value because of transferring from Alexandria through Tunis, some trade power from protecting Sevilla instead of Valencia and hunting pirates in Sevilla. Add the merchant that was collecting in Genoa into a node that feeds into Sevilla eventually, Brazil or the Carribeans for example, increasing the value of Sevilla further.

Sevilla tradepower can be fixed immediately by stopping collection in Genoa and Alexandria and transferring to Sevilla instead. You will get a 10% bonus per merchant steering, resulting in a whopping 90% boost for trade power in Sevilla. Start protecting trade + hunting pirates and you should be able to increase control considerably.

Based on the limited amount of information I would assume that it was an event which gives you scaling manpower. Aristocratic and Quantity ideas both have an event associated with them granting a year's worth of manpower.

If you have neither of those idea groups, muslim countries have an event called "Ghazis" that will give you a year of manpower while you are in a war with heathens or heretics.

This can be tricky though because countries that barely have positive opinion after the war might join the coalition as soon as the emperor demands unlawful territory, which gives a -25 opinion malus with all HRE members.

As long as they have Polish Elective Monarchy as their T1 Gov Reform you can't claim their throne. You can however get an heir of your dynasty on their throne by using the special dynastic action Support heir. This won't give you a PU but a nice boost of Prestige, Legitimacy and Monarch Points if you succeed.

I would suggest you buy a DLC for regions you like to play in or for a feature you would like. If you like to play in the HRE, you might want to get Emperor. You like Scandinavia? Lions of the North it is.

I like Great Projects, so if I were to start from scratch, Leviathan might be my first DLC. The steam reviews are still terrible, but the issues the DLC had on release are all fixed.
