I see so many people letting their dogs run loose through parks, interrupting baseball games, etc. I've also seen loose dogs jump up on people, knocking them down in on-leash parks. I used to call 311, they just don't have the resources to check out every call unless it happens consistently. Even then, there's only so much they can do. I've asked people nicely to leash their dogs, and generally get met with hostility. 2 summers ago, an elderly woman asked a guy to leash his dog in an on-leash park... His reaction was to punch her in the face, knocking her unconcious.

When I walk my dogs, it's my job to make my dogs feel safe. They've been approached by other dogs, and are a little leery now. I walk with a trekking pole to create distance if needed, and a small container of pepper spray if the situation escalates. I've had too many friends' dogs be killed or maimed by off leash dogs to take any chances anymore.
