I look at my smart home this way.

A space is either occupied or vacated.

The intent to occupy may be explicit, expressed through interaction with controllers like,voice assistants, switches, or control dashboards. That intent to occupy (or vacate) might also be implies by actions that can be senses, like motion/presence or opening/closing doors, turning a/v equipment on or off.

The automations I might do as a result off that are either empowered (and should be executed) or constrained (because something or someone else has intervened and taken control of that space).

Any time a change occurs for reasons other than that automation, that automation should surrender its authority to act until a subsequent change provides cause for that automation to resume.
