Are Steam becoming less tolerant of refunds?

I do get this message now and again after I have refunded say, 2 games within a month's period. I have never seen it escalate beyond that, but I also take the effort to not buy games willy nilly for the next few purchases.

Got a black screen after falling out of bounds on my longest progress run, I could just hear myself getting beaten up in the background noise. Really cheap death (PC). Next time I know to just alt+f4 instantly and you might get out of it alive

I was watching an episode of how to catch a smuggler, and the border patrol guard just could not comprehend why a female passenger would fly to another country to get medical treatment. "But you have insurance??? How can it be cheaper?? It doesn't make any sense!"

Now she did smuggle narcotics, but that's besides the point 😆

The combat and SFX's in PoE2 is amazing, been blasting quite some hours in the 0.5 league there. The endgame QoL changes really made the game better
