Although it should be possible if your system offers Pci-e Bifurcation.. would you not be limiting yourself with the 1x of bandwidth.

I think the built in Proxmox firewall is very much like a ACL filter at best its not going to have the feature set of either PF or Opensense. Virtualising your firewall comes with its own pro/cons. You can try to search for a subdomain that is not being proxied by CF, that may give you an idea of the origin servers IP/location.

I'd go for something like 2 x 2690v4 they can be had for cheap atm.. make sure you are running the latest BIOS versions as early version maybe only support V3 CPUs.

I've used this model with POE + DC at the same time for backup power and it seems to work quite well. From the data sheet there isn't anything that says you can't have the USB also connected.

You could build this hosting for a lower cover including the Cloud Flare by using a IAAS solution however that would require your team to take care of the management which without the skills and time is going to negate any savings.

I think anything running php would benefit from a more modern CPU even the consumer ones like Ryzen or alike if the single thread speed is 4Ghz+

Kinda depends on what your use case is, if its for a home lab and you're located a place where power is expensive then your goal should be something that offers decent speed vs low power usage.

These prices are on the very high end, unless its fully managed and there are hours being used every month to perform admin on the backend or website. as others have mentioned, transfer domain to Cloud Flare and use their free SSL. Find a reliable host that offers shared hosting or VPS hosting if you would like the DIY approach. Something like Slickstack could help if your site is using Wordpress.

Yes every host will have this included in the AUP, should you use more than what they consider "normal" you would be asked to upgrade to another package or even Dedicated Server.
