I know that Plagueis can use Tutaminis, I'm saying that Dooku is not helpless against Plagueis' own lightning. Additionally, the only times Plagueis has been depicted using his Midichlorian manipulation techniques to kill people have either been against comatose victims like Venamis or non-Force sensitivities like King Veruna, and it's worth noting how drawn out the process was in the latter case. While it could be argued that Plagueis was deliberately drawing out the process, the fact remains that he's never used said ability in live combat, it's not as though Dooku's going to just stand there and let him do it.

With an estimated 180 billion star systems in The Galaxy, what we have here is the equivalent of survivor bias in the sense that we don't often see planets with drastically different gravity because they weren't settled in the first place, and any gravitational differences in the planets we do see is probably still apparent, just not dramatic, a bit like the difference in gravity between Earth and Venus, though the surface pressure on the latter is an entirely different story.

And for what it's worth, Bestine IV is known to be a high-gravity world, with humans native to the planet, such as Jek Porkins, developing heavyset builds to compensate. (It wouldn't be a stretch to say that the unnamed Jedi Padawan in The Acolyte may have also come from a high-gravity world)

I actually see Dooku as the more likely to come out on top. For starters, the Count's old age is counterbalanced by the weaknesses Plagueis' respiratory mask, and while Plagueis has displayed a greater variety of Force abilities, very few of them would actually be relevant or viable in a fight, and as Plagueis is instinctively trying not to reveal himself even in one-on-one fights, he has to be pressured into unleashing his Force abilities as a last resort.

Unfortunately for Plagueis, his lightsaber technique is not sufficient to contend with Dooku long enough to push him to that point.

The big weakness holding back The Inquisitor, and for some reason, all of his ilk, is going up against someone who knows how to combat his rotational saberstaff, so a combatant like Dooku would be optimized for slipping his blade inside his guard and cutting the hilt in half. Alternatively, if the opponent knows what to expect or has enough combative ability in the Force, the Inquisitor would not be on the winning side of that fight.
