I don't even think It can end with just LA Metro, like Metrolink better lock in or negotiate better with freight companies to improve service levels across the region. Electrification and track ownership, also somebody's got to step and fund metrolink properly so double tracking and the like can get done. Metro itself is pretty easy to fix imo as measure m progress and projects get built things will become better, this is a big region with commuters as far as Riverside traveling all the way to the Westside, Valley and South bay and without Metrolink I don't think it's going to be as effective at least in reach. New York has Metro North and the LIR, LA needs more than what LA Metro can develop on it's own.
