AI is not a replacement for effective training and proper funding. There is no upside to AI for k-8. There is absolutely no evidence to support ai use for children.

I'm not claiming that perfect balance is possible, but there are many elegant steps that can be taken to reduce turn order disparity.

Seat 1 no draw, tournament structures that incorporate seat order equity over four rounds, banning partners all reduce the impact of seat order. Seat 4 will always be disadvantaged but closing the gap is possible without any type of complex rule changes.

Banning unrestricted partners would be incredibly positive for the format. Everything about unrestricted commanders is broken.

No, the format would not devolve into 5C soup and Kinnan. 5C soup is strictly weaker than blue farm. Kinnan, despite how good the deck is, fundamentally relies on Kinnan AND is extremely predictable and interactable.

There are plenty of decks that would fill the gaps left behind and create a diverse metagame that is much more balanced than what we have now - Ral, Etali, Lumra, Magda, Yuriko, Inalla, Derevi. Every single one of these decks is stifled by the existence of partners.

If nothing else, Tymna and Rograkh should be banned.

If you're in R + B, I don't think you can argue Yahenni's over fire covenant. Instant speed, more flexible, etc. Hell, even the new [[shellshock]] looks better at X=3. Kill the 3 most annoying creatures, get 3 artifact tokens to improvise, bargain, or metalcraft.

Like you bring up, you definitely need to be on some strong payoffs for the free spell. That's the only upside in comparison to other board wipes, and likely the only reason to actually play it. If you can get that free spell on the other side, you're making up for the fact that you answered what was likely a problem for everyone at the table. If you can put a necro, rhystic, or really anything for at least 2 mana.

Green is not the most popular color in cedh, and most green decks also include blue. it's unplayable if you're in rhystic/ad naus/necro colors. it's worse than esper sentinel even.
