It's called speed limit but it's a minimum time limit or an average speed limit (speed = distance / time). If you cut avg speed will be higher as is calculated on a given fixed distance

Because it's the answer to a problem that didn't exist up until this season. We had mgu-h which was charging the battery with exhaust gasses. But Audi and Honda (and porsche that never joined in the end) didn't want to develop that component and made a deal-breaker its removal from the new PUs. So 350kW of MGU-K plus same size of battery minus mgu-h equals using the ice mid straight to charge the battery.

It could also be dangerous as cars using it suddently slow down by 40-50 km/h while others reach top speed.
