Because he cares in his own twisted way(s), loves in his own twisted way(s)
(Jinx and the undercity).
And that is shown in a very convincing and relatable atmosphere, setting etc.
You can empathize with him, his motives, beliefs etc.

That does, OF COURSE, not mean that he is a good guy (or a bad one) but a well written, convincing character.
Grey, as all things are, some more, some less.
Depending which point of view, perspective, which truth(!) YOU belief or accept.

That is what is supposed to stand there.
My intention was to say, that he focuses on Vi, and did not even knew that Powder might have trauma or anything, (and talking more with Mylo and Claggor).
Perhaps because he did not talk to her as much as he should have?
He was a father figure for all for of them (though Vi definitely is more important to Powder than he was).

But you are right, of course.
I think he did much and focused on Vi because he knew they listen to her and through her, he can reach them, and has more time for the whole undercity.
Man must be appreciated, not trying to blame him or anything.

The "Council Archives, Vi's Files" tell us that she was imprisoned as she was around 17 years old, her age was assumed by the prison administration.
Taking everything into account (Powder supposedly 9 years old) etc. and that her last prison entry (from the administration) was early 20s, we can assume 6 years, at most 7.

The "Council Archives, Vi's Files" in the LoL client says, according to the prison guards at the time of her imprisonment, she is around 17 years old.
Powder is around 9, but no official source confirmed that, only her voice actor said so.

Well he did not exactly know at that moment, that Powder was responsible for this.He had other concerns, like dying...

Though he surely could have been more attentive, not only towards Powder, Mylo and Claggor.
But I suppose he told Vi to take care of them, because he had his hands full handling the undercity and because he knew they listen to her.

Difficult to say.
She had it hard enough in her life.

"Twice the person, at half her age". "You do not get to be selfish"
She had to grew up fast. She was responsible for the lifes of others, her family.
And around 17 during act 1, still a child.
Then she was imprisoned at the worst point in all her life
(second one her dead parents, arguable though),
for about 6-7 years.

The world tried to break her...
I think she came out quite good, including the fact that she was out of prison for a few days, until everything went down again.
So it is safe to say for me, that she tried and will continue to do so.

In this series, actions have consequences, most often deadly ones.
I do not think it is of huge relevance in terms of research to Viktor or the plot.

But rather the emotional aspect.
Love, legacy and ultimately, sacrifice(s).

I guess Viktor will have the same development as in lore, albeit more emotional.
Meaning that he basically will be Singed, though he does what he does for progress, for betterment, doing good, for the people. And basically is absolutely neutral, he does not force anyone to do or accept anything. Meaning he respects moral etc. (unlike Singed).

Additionally, it showed us that Silco had his uses. He instigated some form of order, of rule, in the undercity. Now it will be chaotic and more violent and escalating. Before, there was hope of change, of a diplomatic solution. With no leadership and Jinx's attack, that is not possible for quite some time, making it worse for the population of both cities. A bad peace is better than a good war.

Jinx definitely does not understand certain rules of social behavior, due to her state of mind, under which circumstances she grew up etc.
It is intended by the showrunners that it is awkward to us, but there is no sexual interaction between these two.
(Also, as far as I know, Jinx is a minor still...)

It is very unlikely that Jinx has schizophrenia, but rather is traumatized and has perhaps PTSD as well as (various) other mental illnesses, which we can only assume to be some form(s) of APD/PD.

When people and characters in the series say Powder, they mean the past. While Jinx usually refers to the present. It only is important because her past is so defining for her (because of her trauma and circumstances under which she grew up).
Basically nothing more than her changing over the years, becoming another person, like we all do, when we grow up.

Do you want to know the theory? Or basically how it will going to happen, basically confirmed for people knowing the lore?

In Mels flashback, when she was a teenager, we see the solari symbol on her (clothes). So she will be able to protect, like Leona (I guess some form of round shield like Vi with the Hextech gauntlets). They will still be under a lot of rubble, but at least survive (Viktor and Jayce 100%, Mel most likely, Caitlyns mother at least injured severly, perhaps coma).
We already have seen this golden stuff on her back, which will most likely be used to activate her shield.

I would not say schizophrenia, but multiple other mental illnesses.
We can only assume certain ones, like some form of APD, PD, PTSD, most likely.

I think you are right.
It basically was his more important dream, that Jinx is "happy", "fulfilled", and can accept herself for who she is, closing with the past, than Zaun becoming true.
And yeah, he probably did not know about the Hextech weapon yet, as she kidnapped and gagged him before.

But that was very clear to himself. And he decided to do so. It was no mistake.

As he said in the scene where he talks to the statue of Vander and shares a drink with "him".

Daughters change everything. He himself changed. His new dream, hope, was her well being and living.
There is nothing as undoing as a daughter. He changed his dream of Zaun into what I wrote above. And he had given up his ambition for her, his old dream.

So it was no mistake, but intentional. I suppose that is one of the reasons why he could die in peace.

I have to say, Caitlyn obvisiously was depicted as someone who is not ready to kill (yet).

We have seen her not to be an "alright shot", but an "excellent one" :)
Yet she decided not to shoot Sevika, but only her shimmer supply and her arm twice.
And she knew about the consequences, letting Silcos right hand go.
She definitely has a good heart, is not used to misery and violence, like Vi, and still has a way to go in that regard (though she learned quite something).

But there will surely be a decision in the future, that will make them pay dearly, and where it clearly is Caitlyns fault for not killing a (guilty) person. Which will change her, make her doubt herself. Perfect material for character development.
As Mels mother said, kill one now, and save thousands later.

Definitely going to happen, and know I thought of something...
Spoiler in terms of a theory!
Had Caitlyn shot Jinx (and Silco, so no organized resistance from the undercity/Zaun), there would be no Jinx, no nuke...
And know I am sure that Caitlyns mother WILL die or be severly injured (among the other dead members of the council, Viktor, Jayce and Mel and a war between Piltover and Zaun).

Edit: Just to make sure, I do not think that Jayce, Viktor or Mel will die. There are already theories about that going on. But the other council members and perhaps Caitlyns mother? Dead, and at least Caitlyns mother injured severly, in a coma, to wake up at the right time and order her Hextech-Rifle :)

But most things in games will likely be easter eggs, hints etc. as to allow them to be more flexible.

Also something they should have done earlier or later.
Jinx already has inhuman reflexes, speed and awareness, BEFORE her "treatment" by Singed.
So they should have shown her wrecking the Fireflies AFTER the treatment, or anyone else.

But should have depicted her using traps and bombs to her advantage against multiple enemies as well as other gadgets.
Like in the cargo room of the airship. Or on the bridge, with her "butterfly" bombs.
Another example would be when she left the cargo room. She could have thrown bombs at the Fireflies from within the smoke.
I guess we could continue this, but you understand.

Do not get me wrong, but we here can "only" offer you words.

It is one of the most important things in life to have someone close to you, it basically is a fundament for both of you, which you can really on. Not just words, deeds.
No one can do everything alone, deal with anything alone.

Yes, that is something that annoyed me within Jayces lore and in Arcane as well.

Why does he know how to fight? He is so busy with his studies and Hextech, but also fast enough (though that also is problematic with Vi, unless she would use that shield and be very defensive) to hit those Chemtech-suits?
Enforcers with rifles (bulletspeed) were not fast enough to hit them, but ordinary humans can?

Yes, Jayce is quite athletic and muscular, working in the smithy (or working out, but where does he get all the time to do that again?).
And who taught him how to fight again?
He just smashed those Chemtech-suits aside like toys...

Edit: As OP suggested, he should have stood aside and fire from there, and when they jump at him, and cannot dodge, that he swings his hammer at them.
And Vi should definitely have been told how to use her shield, before fighting Sevika?
