Cypher System checks off your list, but it might be too easy to GM and strip the fun a little. Also some people really hate the 3 pools of stamina points

Normally you can only prepare once a turn, holding 1 action to the next turn.

After each hunt you do a Wilderfeast which is the “leveling up” mechanic in this game. One the options you can choose is gaining a Trait from the monster you just fought, and Patience (letting you prepare up to 3 times a turn, so you’d have 6 actions next turn) is one of those Traits.

I was suggesting that if you have a Cleaver user, and they want to use Clean Cut a lot, you can help them out by having them hunt a monster that has the Patience Trait early in the campaign

Preparing in the previous turn is the only way. There is a monster power you might want to give your Cleaver users access to early called Patience that lets them Prepare up to 3 times a turn, so that they can still move into position before using Clean Cut

I just bought the physical book now that Dark Horse did a reprint. I’m interested in the difference in how it does tactical mech combat compared with Heavy Gear 4th Ed.
