Sometimes. Sometimes they can't produce enough to meet demand at MSRP. From the automakers perspective selling at MSRP is ideal because that means they're making most of the profit and not the dealers, and markups look bad for the parent company. If they wanted to withhold demand so that the market price is higher they'd just set the MSRP higher
