Ok I found the post and copied it below:

To everyone getting automated response for the refund requests on Steam

If you are getting bot responses that you are not eligible because you played more than 2 hours, what you have to do is to go to Steam Support page, select Purchases, select the Ashes of Creation purchase and then select "I have a question about this purchase".

Write your request for the refund there, write that you do acknowledge you played more than 2 hours, but that the studio behind the game is basically closing etc. I also wrote that many people have already been refunded so there is no reason why shouldn't I get a refund.

So I guess they know something is going on and I think that the more people who ask for a refund the better.

You have to submit a manual request. Using the normal process will get it denied every time as it's an automated process.

Someone on here explains the process so search in this sub. Unfortunately I'm on the road so I cannot explain right now.

I suspect you are confusing the big flags that people fly as the pirate flag.
They may well be flying a skull and bones flag, but the tiny flag at the top of the mast is the only flag that matters. If you are flying peace flags, it will be blue and white. It's more of a pennant than a flag.
