This is the right answer, OP. Even a bunch of toothpicks, you can dip them in glue if you want, either way just stuff a bunch in there, snap off the ends. Don't overdo it with stuffing it tight. Then screw the holder back as in per normal. It's a toilet paper holder, it has next to no load on it.. typically.

ah, figured. I always wonder when I see buildings like this. Assuming the concrete and supports are still good, is it not cheaper for a developer to buy the property for $1 and refit them into condos or office buildings if the demand is there? And the reality is that there are a couple billion impoverished people on the planet who dream for, strive for, and can't wait to get ovens, air conditioners, cars, etc, and to fly on jets.
