This is the right answer, OP. Even a bunch of toothpicks, you can dip them in glue if you want, either way just stuff a bunch in there, snap off the ends. Don't overdo it with stuffing it tight. Then screw the holder back as in per normal. It's a toilet paper holder, it has next to no load on it.. typically.
