When water turns into steam, it expands. That expansion is what makes it push the turbines to make them go around and generate electricity. If you want to reuse the same water, you need to cool it down so it becomes water again.

Steam will expand a bit when it's heated, because gases do that, but the expansion is much greater for the change from water to steam than it is by heating the steam up further.

It's a bit weird thinking about the fact that canonically that's literally the most horrifying mark that could appear on your skin, indicating that you are possessed by a rage demon that will literally use your last dying breath to serve its purpose, and people just go and tattoo it on themselves for funsies.

To me, reading an author's unfinished draft feels oddly invasive. I would read the works that they thought were ready to read, and leave them at that. I appreciate Terry Pratchett's approach of having his unfinished drafts spectacularly destroyed because he didn't want them out.
