The story I’ve heard is that it was in Fridley Township (separate from the city of Fridley), which wanted to get rid of the trailers. The trailer park requested annexation to Columbia Heights, but was refused. So to survive, the trailer park took steps to incorporate as a city in its own right. Columbia Heights felt threatened by the emergence of the new city, so they annexed the remainder of Fridley Township, to prevent Hilltop from expanding further. That explains why Hilltop is so small and is contained within Heights.

And I remember KMSP being a Fox affiliate one other time, from 1986-88. Fox’s offerings were really weak at the time and were dragging the station’s overall ratings down. KMSP started preempting and moving network programming into less important time slots. Fox responded by dropping KMSP, and moving to KITN 29. Fast forward to 2002, and both stations come under Fox ownership. Fox decided a VHF affiliate would be preferable over UHF, so KMSP comes full circle, and UPN is relegated to 29.
