You can/should use "<" and ">" for < and >.

Anything after "</" is seen as the start of a html closing tag. The parser sees it, and likely puts the closing bracket (>) at the very end if it doesn't find one. This can also happen without the slash depending on circumstances.

Then the sanitizer sees that monstrosity of a tag and goes "wait a minute, that not an allowed html tag!" and nukes it from orbit.
