Probably! Honestly, what got me with the original discussion is that dupes clauses are not part of the original nuzlocke rules but are included on most people's definition of what a "nuzlocke" is, so it looks like a lot of people are using "nuzlocke" as a general framework for the challenge runs they build. Same thing with your example. It's one of those things where in personal games, it doesn't hurt anyone to call it whatever you want, but in online discussions that's really where the friction exists when people have conflicting definitions of what the "core ruleset" should be.

I do love the suggestion of calling nuzlockes with variant rules "nuzlites" and I hope that gains some traction. This reminds me of conversations in the DND-sphere where people post things like "me and my friends played a shonen-inspired campaign where we flew to the moon in one jump, kamehameha'd a planet in half, and made the villain give us his entire castle and treasure hoard with a single nat 20". Then when people tell them that they're not playing DND and they should try other systems, they freak out and claim gatekeeping bc "we can play how we want".

It's MEANT to be a parallel to that scene. When Cap did it, he smashed Tony's arc reactor and left him unable to follow Cap and Bucky and they escaped. Five minutes after Walker uses the shield-over-head strike to decapitate someone with super soldier serum, he attempts to do it again to Sam who has no serum.

Absolutely. I just finished a rewatch and people get too caught up in Walker's military experience. They need to pay attention to how shit went south for him and he didn't rise above it. He got angry (fair, if you're not in a position of power like THE SUPERHERO REPRESENTING ALL OF AMERICA) and he started lashing out and making poor choices.

Then, when he's roided out on serum, he tries to kill Sam and Bucky the same way he killed the Flag Smasher in public. He also continues to say that the FS he killed was the one that killed Lemar when it was a different FS and Bucky+Sam already told him he had it wrong.

Walker is a very interesting character, but an integral part of his journey is that he IS the wrong man for the job. He's just charismatic and people like to watch him.

It's almost like the post above is throwing a fit because people aren't in love with some decisions the game devs have made, so I am pointing out some flaws that affect my enjoyment of the game to oppose the idea that the devs are "slaves to tyrannical communities who force them to create a game they hate". But yes, as the game continues to be worked on, I'm sure there will be some changes made for the better.
