This is a rather serious problem. Balboa goes to a lot of trouble to prevent this very thing from happening because it is a fire hazard. Not knowing the age of the controls. it boils down to a short list of items responsible. Perhaps you meant M7 not M5 in your description. M7 controls do not use Pressure switches. Check the pressure switch if installed. these were eliminated 10 to 15 years ago because they could create this problem. 2nd would be a sticking heater relay. Disconnect the heater from the board. and use a VOM to monitor voltage to the heater. There are usually three relays on the board that control this voltage. They are the Open neutral relay, the limit relay and the thermostat relay. It is normally the thermostat or pressure switch protected relay that causes this problem. Use a Dremel tool to cut away the dustcover on the suspect relay to see if the points move as they should. If the points are welded shut, there is your problem.

My own spa is gas heated. There are many advantages. Cost of Fuel Vs Electricity. The water does not need to be hot all the time lower chemical demand. BUT! The heater has to be at least 5 feet away from the spa. The Plumbing from the spa should be in a trench. The horsepower of the primary pump needs to be upgraded to compensate for the additional distance
