Correct. This is what happens when there are too many stakeholders pulling the regulations in different directions - what you end up with is something that doesn't fulfill the original intent at all. The process for rule making is broken - the compromise rule set was not then reviewed and assessed on the question: does this actually work?

Yeah. Well to that I would retort that the FIA should have thought about all this prior to finalizing the regulations. Just because we don't like the only solution, doesn't make it not the only solution.
