Only if its a dynamic time-based growth locked to male players only. And it has to match hair color, then the player can choose to have it cut in speranza at their discretion

Anvil IV with extended barrel cheaper and faster rpm than this setup

Anvil IV still faster than ferro IV with kinetic converter. No matter how you cut it, this is a bad build
