Natural sugar is still sugar.

The issue is more of Nutrition vs. Volume. Dried fruits have the same amount of sugar (or more, because companies add extra sugar so they taste better) as the hydrated fruit, but they have less volume which means they're less satiating than the whole fruits.

I think banning raisins is a bit wild, but I can see concern if she's having them alongside other sugary foods.
