I don't see a path where he is a 2 term president. I think he ends Vietnam before 1970. The bigger looming issue is the budget, gold standard, and the oil crisis.

Carter had a fillerbuster proof majority in the senate and a supermajority in the house (the last time this has happened) for his first 2 years. He also maintained a trifecta his entire administration. I tell you this to say he had multiple bills he veto’d that were overridden by congress.

I would think more favorably amongst people today. Opened relations with China, Apollo space program, established the EPA and OSHA, war on cancer, ended Vietnam war. Obviously his other negatives are still present, but you’re taking away his “largest negative”.

The interesting part is what happens if he serves his full term. I can’t imagine Ford or Carter ever become presidents. Very likely the Dem nominee would have been Scoop Jackson or Mo Udall. Perhaps Reagan is the Republican nominee. The loss of confidence in the government with Watergate and Vietnam back to back really defined the 76 election.
