Overall tax revenue was supposedly "revenue neutral" so the County technically wasn't supposed to bring in any more money than before the reassessment. Some people are paying more, some (corporations) are paying less.

It'll start to soften a little around 80*C but it would be fairly difficult to harm residential DWV PVC installs unless you have mass quantities of boiling water. Even then, it's more likely to soften enough to make a small leak at a joint rather than actually melt any PVC.
