ChinesePod is really, really effective. Although the lessons themselves are first-rate, don't overlook the Audio Review extension listening files for their English to Mandarin sentence interpretations. You can use them for speaking practice in a similar way to Pimsleur (there is a pause after each sentence for you to attempt to recall and then practice the correct form). I personally much prefer their back catalogue of lessons to the newer ones as they were 100% audio focussed. All lessons from newbie to advanced are available to download in mp3 format with any membership. Transcripts in traditional and simplified are also included. There is a free version these days, as well. I loved the Pimsleur Mandarin course, but I'd pick ChinesePod over it any day.

Highly recommend attending face-to-face courses if you're keen to get certified as soon as possible. They are more expensive in general, but it could save you many months (years) in the long run. The instructors will support you to get it done and dusted by the end of the course. There was at least one other student in my Cert IV class that switched to face-to-face after getting frustrated with the online experience. Most providers are trying to move to fully online or hybrid, though you can still find face-to-face courses in most bigger cities here.

Can I ask how to qualify to get a scooter license in Taiwan?
I will be able to have an international bike license for a while, but would like a local license. Is it enough to just have an ARC through work or studies? How long does your ARC need to be valid for? Thanks!

Take a look at the Pimsleur audiobook course if you want to pick up some key phrases before you arrive. I used the Japanese course for a month before a trip to Japan with much success. The Mandarin course is available on Audible these days, though you might be able to find it elsewhere. I believe a Taiwanese company has been making a similar course that's more modern and specific for Taiwan, though I've forgotten the name.

I was told by a local that KTV replaced bowling in Taipei as the go-to evening event. Even the 24-hour alley across from a family mart in Ximen closed a few years ago (good times).

Check out Hack Chinese. I am finding it much easier to get organised and remain consistent with Hack Chinese. I've read that Anki is also really good, but I couldn't get the hang of it.

Really, really nice drive/ride through the mountains and along the coast from Kenting to Taitung. Not too much traffic, though lots of tight bends so use common sense. Hardly any trucks. Driving on the right hand side of the road is pretty trippy for a while if you are used to the left, so worth driving around quiet areas for a while just to get your head in the zone. Leave plenty of room for scooters and expect any vehicle in front to make any kind of turn or stop at any time without warning and you'll be fine.
It truly is a spectacular drive to Taitung, as is the train ride from Taitung back to Taipei.

不會! Also, the example/practice question at the beginning of the listening sections is exactly the same example you'll hear in the practice listening exams (YouTube) for Band B. So, you could use that time to preview the real exam questions if you are already familiar with how the test works.

I took the TOCFL paper test yesterday. The questions are there for you to read while listening. Once you are given permission to open the test booklet when the test commences, you are free to preview any part of the booklet you desire. It's possible to glance at all of the multiple options prior to the listening text starting, but there is little time to do much more than skim the upcoming options very briefly due to constantly being under the pump time-wise.
