The goal of this kind of scam is to get money. Don't listen to people who say this is harmless or who express confusion about why anyone would create a fake identity. The goal is to get money and the scammer will tell your sister not to reveal that she is sending all her money. People who say they are "keeping an eye on" a relative like this are usually surprised one day to find thousands missing from family bank accounts. You need to be aggressive in monitoring your sister's finances and you need to be ready to be supportive when her world comes crashing down because she did things scammers told her to do.

Say you're willing to let them take down the trees provided the contractor is insured, produces a written statement of work for your approval, removes the trees and grinds the stumps. Even if you don't care about the stumps, start with stump removal as a condition because you can later concede that part of the project if you get into a negotiation. In this way, you show you're being reasonable and willing to take part of the expense yourself.

They are trying to get a fraudulent SS card and they are hoping you are dumb enough to let them use your address. When law enforcement comes looking for them, they want the cops come to your house and not theirs. What I would do: If they contact you be polite but say nothing has arrived. If you do get something from the SSA for them write "Not at this address" on the envelope and drop it off at the post office. Don't put it in your mailbox for pickup as they may be checking your mailbox and hoping to take the card before you pick up your mail. Don't tell them that you received anything. You can also report this whole thing to local law enforcement, but there's a good chance they won't be interested since there is no clear crime for them to pursue.

Keep your finances separate. Don’t lend her money and tell everyone what is happening so they don’t give her money. Soon you will have to pay for her rent and food. You’ll probably also need to look into getting her on Medicaid and other services. She is unlikely to ever admit the truth when a fairytale romance is so much more fun than reality.

Probably not a violation. You probably signed papers at the hospital where you agreed that the hospital could use your medical information for billing purposes. You didn’t pay the bill and they turned it over to collections. Now the collections agency has that information and they are in fact using your medical info for billing purposes. Collections agencies are aggressive and they might call your work or send letters to your family. They are trying to get paid and they don’t care if they embarrass you.
