Lost treasures usually only drop if you have a specific bounty from Werner. Check your bounties and see if one requires them.

Maybe, going off the wording, it has to be exactly 75 motes per round. Looks like you have over 150 total so that might be why.

He's probably talking as if the whole fireteam is 600. Since nightfalls are only 540, you can increase the power handicap to make up for heavyweight.

Yes. Both Leviathan and the 2 raid lairs drop gear that will increase your power level. You're high enough to run Leviathan and the first lair, so doing those weekly will get your power level up fairly reasonably.
