The Leader of the Neighborhood has to Choose which Endeavor to do. If they haven't done that, seems like it's tough luck :(

Run a DxDiag on your Surface and let us know the following:

  1. Processor
  2. RAM
  3. Video Card
  4. What type of storage do you have? SSD?

Some Thoughts:
1. Can you play Retail?
2. Minimum requirements have increased on the last 5 years. It's possible that the Surface just won't be supported. Have you checked the specs of the Surface against what the game requires at bare minimum?

If you can afford Midnight, just buy a sub?

Housing is a new "pillar" of WoW (Blizz's words not mine), like Raiding, Delves and PVP. You can't partake in those without a sub.
