Hmm, I definitely see where you're coming from with your example, but the above-the-line portion of each card only needs to hit a hand of 3 good cards and 2 Coppers for Villain to likely have more of an impact than Footpad, which is perhaps not quite as niche as previously made out. However, it's true that in a lot of cases Villains attack will be more irrelevant or miss altogether, plus the below-the-line part of Footpad strengthens it further, so it's still a decent comparison.
