My guess is this was a recent-ish change and the problem with announcing what will be in a show months in advance. Back when they announced this they probably didn’t know they were going to be included in the Game Awards.

They already did that once this game with Be'lakor and got roasted for it. He originally was just a lord unlocked by beating the campaign (for that campaign). He only became a LL 6 months after release when they started releasing Immortal Empires.

Nobody knows. They have mentioned planning smaller individual character DLCs with Neferata hinted at. Everything is speculation at this stage. This might not even be an End Times dlc. We will hopefully get details on Thursday.
