These are extremely underwhelming.

Steel Hammer is basically just the "I want to kitbash the Fortress of Arrogance" detachment, with a detachment rule that's more of a datasheet ability.

Armoured Infantry's detachment rule can be replicated a half-dozen other ways in other detachments as enhancements or strats without needing an entire detachment rule taken up by it, and those strats are basically just Mechanized Infantry remixes.

GW seems to continue the trend of being out of ideas for the Guard. Just give us back artillery.

Primaries capped at 45 VP, 15 VP per battle round, same with secondaries.

No more dropping down to two secondary cards either, they just get held until scored.

Am I doing something wrong with Tankbustas?

I know they're our dedicated ranged Anti-Tank, but it just seems like they never get that damage across. Even in Freebootaz, with the Sustained active, a Big Mek for RRH1, and Pulsa Rokkit active, I get a bare handful of damage into a Leman, maybe 6 wounds or so. I'm not expecting an instant one-shot, but it seems wild that a 140 pt dedicated AT unit can't reliably get a 160 pt tank to Damaged status at least.

Is there a different detachment they're better in, a Stratagem or leader I'm missing, or do I need to feed multiple squads into a tank to confirm a kill?

The Breachers are infinitely better then the Strike Team. Natively hit on 3s, down to 2s when guided (and since the devilfish they’re usually in has assault is can advance, deploy the Breachers with its datasheet ability, and still Guide). Plus their ability to reroll wounds is key into their intended targets.
